The Orontes basin is a transboundary watershed mostly located within Syria, with upstream portions in Lebanon and downstream sections in Turkey. Due to the intricate political dynamics, the focus of TRANSCEND is specifically on the Lebanese portion.
The basin is characterized by mountainous borders, most prominent in the upstream regions, which give way to a broad valley in the central and northern areas. A complex karst aquifer system in the southern and central regions fuels numerous springs, ensuring a consistent year-round flow. This is particularly crucial in Lebanon, where these springs form the primary surface water source.
The Orontes basin primarily experiences a hot summer Mediterranean climate, with mild, wet winters and hot, dry summers. However, the climate varies significantly across the basin: semi-arid conditions prevail in the southern and eastern areas, while the far southern mountains experience colder climates and winter snowfall. This snowmelt plays a significant role in replenishing groundwater and influencing surface water flow.
Agriculture accounts for approximately 25% of the basin’s land use, concentrated primarily in the river valley, especially within Syria. Field crops are the dominant form of agriculture, with tree crops making up the remaining portion. Other land cover types include grasslands and bare land. Recent studies indicate a shift from grasslands to croplands in the upstream areas since the Syrian conflict began in 2011, accompanied by anecdotal evidence of an increase in olive and almond cultivation. Irrigated agriculture is prevalent, particularly in Syria. In Lebanon, approximately half of the cropped land is irrigated.

Workshop 1 – Vulnerability Assessment and Gap Identification
Hermel (Lebanon), September 26th, 2023 The first workshop focused on identifying systemic vulnerabilities and technical gaps within the Orontes River Basin. Stakeholders highlighted critical issues regarding water pollution from domestic and aquaculture sectors, alongside challenges in water access due to population growth and infrastructure deficits.
Key outcomes: Gaps: identified a lack of coordination between research projects and a need for centralized planning. Proposals: stakeholders recommended establishing an Asi River Authority to unify management. Monitoring: emphasis on law enforcement for water allocation and stricter monitoring of informal well digging and wastewater discharge.
Workshop 2 – Scenario Exploration and TAPs Identification
Beirut, April 18th, 2024 The second session utilized a Serious Game to simulate interactions between farmers, policymakers, environmentalists, and basin authorities. This allowed participants to advocate for their specific interests within various simulated scenarios.
Identified Transformative Adaptation Policies (TAPs): Incentives: policies to promote water-efficient irrigation and crop selection. Regulation: stricter controls on well drilling to prevent over-extraction. Monitoring: development of data collection systems for water use and crop yields to support evidence-based policy. Governance: creation of regular stakeholder forums and reforms in water allocation for fairer distribution.

Workshop 3: TAPs and scenarios revision
Beirut, October 2nd, 2025 The third workshop was dedicated to revising TAPs and testing them through a drought-focused Serious Game. Participants managed two rounds of cropping strategy adjustments under varying climate change scenarios, tracking indicators like river discharge, groundwater storage, and gross margins.
Strategies evaluated: Water use: comparative testing of 50% vs. 100% irrigated/rainfed crop ratios to balance aquifer preservation with economic returns. Integrated governance: focus on cross-sectoral water management. Resilience measures: transitioning to drought-resistant crops and scaling investments in drip irrigation infrastructure.
The fourth and last local workshop is foreseen for Autumn 2026. The goal of the event will be: presenting the detailed results of the modeling suite co-developed within the project; validating the TAPs co-identified with the stakeholders through a serious game; and planning for the co-implementation of the selected TAPs.
